Announcement for Hiring Agriculture Consultant

The Higher Council for Environment and Natural Resources (HCENR) has received a grant from GCF through UNDP to implement a Project titled: Building resilience in the face of climate change within traditional rain fed agricultural and pastoral systems in Sudan. The implementation will cover nine States of Sudan, namely West Darfour, Central Darfour, East Darfour, West Kordofan, South Kordofan, Read Sea, Kassala, Northern and Khartoum. The project addressing three major strategic elements as follows:

· Resilience of food production systems and food insecure communities improved in the face of climate change in Sudan, benefiting at least 200,000 households and farmer and pastoralist with 35% women

· Improved access of water for human, livestock and irrigation to sustain livelihoods in the face of climatic risks in the nine targeted states benefiting at least 200,000 households

· Strengthened capacities and knowledge of institutions and communities on climate change resilience and adaptation

The project will be implemented following UNDPs National Implementation Modality (NIM), according to the Standard Basis Assistance Agreement between UNDP and the Government of Sudan and in accordance to the Master Agreement between the UNDP and GCF. The national Executing Entity for this project is the Higher Council for Environment and Natural Resources (HCENR). Day-to-day project oversight will be conducted in accordance with established HCENR and UNDP procedures. The project is implemented in close collaboration with Ministry of Agriculture and Forestry, Ministry of Water Resources and other relevant institutions.

As part of the implementation plans of the project HCENR is intending to recruit on short term basis contract a Agricultural Practices Expert Local Consultant (APE-LC).

Scope of Work and Responsibilities:

The APE-LC will study the project document with special focus on output 1 (1.1 & 1.2): Resilience of food production systems and food insecure communities improved in the face of climate change in Sudan, benefiting at least 200,000 households and farmer and pastoralist with 35% women. Activities 1.1 and 1.2 are:

· Introduction of drought-resilient seed varieties of sorghum, millet, groundnut and wheat that have demonstrated greater yields in the face of climatic changes through village procurement systems.

· Introduce sustainable practices in agricultural production at the community level. This involves the introduction of greater irrigation efficiency in the management of water resources through the introduction of integrated women’s farms, home gardens, and demonstration plots.

The consultant is expected to undertake and carryout the following:

· Prepare a technical guidelines document for activities 1.1 and 1.2 including implementation plans milestones, environmental and social safeguards and gender plans to be considered.

· Prepare guidelines for site selections for 1.1. and 1.2 activities implementation.

· Prepare a questioner for collection of data/information about the sites to be selected for 1.1 and 1.2 activities implementation.

· Consult with authorities in the 9 targeted states and perform site visits to prepare site selections report.

· Review and prepare with consultation with the Agricultural Authorities and Agricultural Research Stations in the 9 targeted states the needed actions according to the selected sites.

· Prepare training manuals for agricultural practitioners (extension agents)

· Prepare training manuals for farmer field schools

· Support the project team and HCENR in preparing MOU with the Agricultural Research Corporation (ARC) for the implementation of activities 1.1 and 1.2.

· Support in the preparation of the relevant tenders and selection of service contractors for implementation of the targeted activities.

Required qualifications and competencies:

· Advanced University Degree in agriculture or relevant fields

· 10 years’ relevant experience in agriculture practices/agronomy management and assessment.

· Knowledge of data collection protocols, as well as an ability to identify data trends and communicate information;

· Past experience in supporting agricultural management/practices and assessment project related activities in Government/Non-Governmental Organizations and involvement in community consultation

· Past rich experience in agricultural planning and practices/agronomy management

· Good analytical skills and competence in using required computer software

· Working experiences in undertaking consultations with various stakeholder groups

· Possess excellent written and oral communication skills in Arabic and English, organizational and time management skills

Deliverables:

· Technical document for 1.1 and 1.2 activities guidelines including implementation plans milestones, environmental and social safeguards and gender plans to be considered.

· Guidelines for site selections for 1.1 and 1.2 activities implementation.

· Questioner for collection of data/information about the sites to be selected for 1.1 and 1.2 activities implementation.

· Technical training manuals and guidelines for the best agricultural practices to be observed in activities 1.1 and 1.2 for agricultural practitioners (extension agents) and farmer field schools

· Designs work scheme needed for each state according to the selected sites
