Background
Sudan needs to establish permanent transparency arrangements to communicate report and track progress in the implementation of its NDCs. Such arrangements can further be developed benefiting from knowledge exchange and sharing of lessons learnt at national as well as international levels through being actively engaged in the CBIT global coordination platform. Long-term transparency strategy on actions such as GHGs inventory, mitigation and adaptation is required. In addition, the integration of MRV and M&E systems into the related national institutions is highly required in order to track the implementation of Sudan’s NDCs.

Responsibilities and Deliverables

  1. Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements;
    2. Development of long-term transparency strategy on actions (GHGs inventory, mitigation, adaptation), and support received related to the two selected sectors;
    3. Participate in the inception and validation workshop(s) and oversee all necessary revisions that arise during the workshops; and
    4. Preparatory Technical Studies and Reviews: Identify links and synergies with other support initiatives related to MRV with Sudan CIBT project; Prepare inputs and support the required analyses/studies, as agreed with the IC, including situational analysis for the full-size project, long-term transparency strategy on actions and support, and integration of MRV into the related national institutions. Propose a way forward & Roadmap to ensure the sustainability of CIBT project outcomes
    5. Help in development of a methodology to keep track of progress in the implementation of Sudan’s NDCs according to the developed MRV system for all sectors (Energy, IPPU, AFOLU and Waste).
    6. Assists the Int. Consultant in development of QA/QC tracking system for support provided by donors and received by Sudan and reporting the results/impacts of the provided/received supports

    Qualifications
    1. Master’s degree or higher in a relevant field
    2. Minimum 10 years of demonstrable experience in the technical area of climate change and in preparing high quality project documents, particularly for UNDP and GEF projects;
    3. Excellent written and oral communication skills in English and Arabic;
    4. Demonstrated understanding of the GEF rationale and procedures and demonstrated experience in formulation of GEF-funded project proposals, using the logical framework and the results-based management approaches;
    5. Knowledge of and experience in climate change related projects and communications, as well as in transparency requirements, MRV and/or M&E
    6. Experience working in GHG Inventory, mitigation measures, adaptation, Project management, etc. or any related projects is highly desired.
